  "summary": "<p>The Sacramento County Department of Airports is soliciting Statement Of Qualifications(SOQ) from firms qualified to perform the CMAR services for this project. This Project will add six aircraft gates to the existing 19 gates on Concourse B for a total of twenty-five gates. To support the gate expansions, facilities improvements to Terminal B such as expansion of the baggage handling systems and additional baggage claim carousel may also be required in support of the additional six-gates expansion of Concourse B.</p><p>The Project will be delivered as a CMAR contract to leverage input from the CMAR during the design/preconstruction phase of the project. The CMAR will provide pre-construction services concurrently with the design of the project providing the Department with insight into constructability, costs, long-lead items, value engineering, and construction sequencing and phasing. The CMAR will also be required to coordinate with the Department to minimize impact on customers, tenants, employees and airport operations during construction.</p><p>The review and selection process will consist of a three-step process to determine the responsiveness of all SOQs received to the requirements set forth in this RFQ and to determine the proposal representing the best value to the Department for recommendation to the County BOS for approval and contract award.</p><p>Firms and entities meeting the minimum eligibility requirements and interested in providing the CMAR services outlined in the RFQ are invited to submit a SOQ. Prospective CMARs should read the entire RFQ. SOQs that are deemed incomplete or are submitted past the due date and time shall be rejected. All required forms in the appendices must be completed and signed. Any SOQ not containing the information required by this RFQ will be rejected.</p><p>A Letter of Interest (LOI) must be submitted by prospective CMARs by the due date and time stated in Attachment 1, RFQ Timeline, or as such due date and time may be amended by an Addendum issued by the Department. An SOQ submitted without the timely submission of an LOI will not be accepted or considered. The LOI allows the County to establish a single point of contact for communication with the prospective CMAR during the RFQ process and for SacCountyEbids (OpenGov Procurement/ProcureNew).</p><p>All prospective CMARs must attend the Mandatory Pre-Submittal Conference set forth in Attachment 1, RFQ Timeline, or as such time and date are otherwise amended by an Addendum issued by the Department. Failure to attend the Mandatory Pre-Submittal Conference will automatically render a prospective CMAR&rsquo;s SOQ as non-responsive and will disqualify the respondent from participating in the RFQ process.</p>",
