Description

The City of Norfolk Department of Public Works is seeking proposals from qualified professional engineering firms to provide services on an as-required basis. The City intends to enter into an annual, renewable agreement with the firm selected to provide these services. Other related government organizations or agencies may be allowed to issue work orders under this Agreement, as permitted by the City. The City will provide a scope of services for each specific request for engineering required under the Agreement. A request for services may include, but not necessarily be limited to, the following: • Inspection and evaluation of existing facilities; • Researching, evaluating, and interpreting public and private utilities, storm drainage and other infrastructure systems, soils conditions, environmental (including permitting) conditions, and other relevant site conditions; • Facilitating public discussion of park, ball field, and beach access planning; • Creating graphic art, maps, sketches, schematics, renderings, charts, schedules, and other public presentation materials; and • Assimilating program factors and producing design concepts. The evaluation of existing facilities and planning for future improvements shall consider, among other factors: • Functionality of park features with optimal and economical use of program areas and open space; • Harmonious blend of uses and coordination of programs and spaces; • Integration of natural features or community landmarks or culture into park themes or design schemes; • Alternate or integrated uses based on season or time of day; • Access to and safe circulation (pedestrian and vehicular) within parks by its primary users; • Lighting for use of facility as well as safety and security of patrons and facilities, including in auxiliary areas such as restrooms, parking lots, paths, and roadways; • Fencing or other separation of spaces and uses to define areas of play, maintain safe conditions, reduce co-interference of activities, and to facilitate control and supervision; • Proper placement & orientation of ball fields & sports facilities to accommodate participants and spectators; • Integration of terrain and natural features to enhance visual appeal and screen unattractive views as well as wind; • Safety factors, including fire prevention, emergency access, and user control, in placement and orientation of facilities and selection of equipment and materials; • Restrooms facilities, parking areas, water fountains, and service areas with planning considerations of average and peak daily use and service radius; and ease of maintenance with attention to functionality and attractiveness and enhanced quality of surrounding community. Depending upon the needs of the City and the expertise of the consultant, the City may authorize broader master planning services or more specific and technical park, ball field, and facility-related design services under this Agreement. Services under this Agreement may also be extended to waterfront and other facilities of recreational use. Consulting team may be expected to work with other City consultants in master planning initiatives.
