  "summary": "<p>The Ada County Highway District (ACHD) conducts a formal procurement once every three years to establish its On-Call Consultant Services (OCCS) List. In June of 2024, ACHD issued a Request for Qualifications (RFQ) and established the 2025-2027 OCCS List. The OCCS List became effective on October 1, 2024, and will terminate on September 30, 2027.</p><p>The OCCS process includes an Annual Open Enrollment (AOE), which serves as a mechanism to update the three-year OCCS List. The AOE provides an opportunity for firms not currently included on the OCCS List to submit qualifications for consideration. It also allows firms already approved on the OCCS List to apply for additional categories for which they are not presently approved. <em><span style=\"text-decoration: underline;\"><strong>Firms currently included on the 2025-2027 OCCS List are not required to reapply unless they seek approval for additional categories.</strong></span></em></p><p>Given this background, ACHD is soliciting Statements of Qualifications (SoQ) from firms interested in providing professional and other services on an \"on-call, as-needed\" basis for the 2025-2027 OCCS List.<strong> The updated OCCS List resulting from the 2026 Annual Open Enrollment will become effective on April 15, 2026, and will remain in effect through September 30, 2027.</strong></p><p>Respondent firms deemed qualified will be selected to perform work in each of the following categories:</p><p>A. Design: Roadway with Estimated Values under $300,000 and over $300,000; Bridge; Intersection/Signal; Roundabouts; and Landscape Architecture Design.</p><p>B. Bridge Inspection, Evaluation, Structural Analysis, and Design of Retrofit/Repairs.</p><p>C. Environmental Services: Environmental Report Documentation and Management, Wetlands, Biological Studies, Archaeological/Cultural, Hazardous Material/Waste, Wastewater Management, Facility Design, and Solid Waste Management. In addition, Stormwater Quality &ndash; Monitoring, Stormwater Management Program Development and Assessment, Green Stormwater Infrastructure, and Erosion and Sediment Control.</p><p>D. Traffic Signal Timing.</p><p>E. Construction Inspection.</p><p>F. Geotechnical Services.</p><p>G. Surveying.</p><p>H. Transportation Planning and Projects.</p><p>I. Public Involvement and Outreach.</p><p>J. Program/Project Management Services.</p><p>Firms interested in this project must submit a Statement of Qualifications (SoQ) electronically through the OpenGov online portal.<strong> All firms are required to submit their SoQ as <span style=\"text-decoration: underline;\"><em>\"One (1) Combined PDF\"</em></span> for the \"<em><span style=\"text-decoration: underline;\">O</span><span style=\"text-decoration: underline;\">verall On-Call Consultant Services\" </span></em>project. The same, identical combined PDF must also be submitted separately for \"<em><span style=\"text-decoration: underline;\">Each Category\"</span></em></strong> for which the firm is applying.</p><p><strong><em><span style=\"text-decoration: underline;\">Failure to submit an electronic response for the \"Overall On-Call Consultant Service Project \" or any individual category may result in the submissions being deemed non-responsive.</span></em></strong></p><p><span style=\"text-decoration: underline;\"><strong>Submittal Requirements:</strong></span></p><p>▪ All Submittals must be uploaded to the OpenGov website no later than the specified submittal due date and time.</p><p>▪ The SoQ must be submitted as <strong>\"<em><span style=\"text-decoration: underline;\">O</span><span style=\"text-decoration: underline;\">ne (1) Combined PDF\"</span></em> </strong>to the <strong><em><span style=\"text-decoration: underline;\">\"Overall On-Call Consultant Service\"</span></em> </strong>project and must address all required criteria.</p><p>▪ The <em><strong><span style=\"text-decoration: underline;\">same combined, identical PDF SoQ </span></strong></em>must also be submitted for <span style=\"text-decoration: underline;\"><strong><em style=\"text-decoration-line: underline;\">\"<span style=\"text-decoration: underline;\">Each applicable</span></em><span style=\"text-decoration: underline;\"> </span></strong></span><strong><span style=\"text-decoration: underline;\"><em>Category</em></span>\", </strong>in accordance with the <a href=\"https://procurement.opengov.com/portal/achdidaho/projects/228438/document?section=2158705\">CATEGORY LIST.</a></p>",
