The Town of Hingham, Massachusetts (“Town”), through the Town Administrator as the Chief Procurement Officer, is seeking the services of a qualified designer within the meaning of M.G.L. Chapter 7C, Section 44, to provide design services for the preparation of feasibility studies and conceptual designs, including cost estimates, for (A) the potential expansion and renovation of the Hingham Center for Active Living at its present location at 224 Central St., Hingham, MA 02043 (“Town Hall”) including expanding to the soon-to-be-vacated Police Station Area or expanding/moving to other areas at Town Hall, or (B) in the alternative relocating the Hingham Center for Active Living to a new location at Building 12, Bare Cove Park Drive, Hingham, MA, which Building 12 will be either renovated or demolished for new construction at that site. The Town Administrator as the Town’s Chief Procurement Officer, in consultation with the Center for Active Living Building Committee (“Building Committee”), will act as the Awarding Authority for the project subject to any required approval by the Select Board. Hingham Elder Services and the Council on Aging will provide operational and programming information and review with oversight provided by the Town Administrator’s office. The Town Engineer will act as the Town of Hingham employee Owner’s Project Manager (“OPM”) for Phase I of the project. The Town reserves the right to engage a different OPM during any phase of the project. Selection of a designer will be made by the Town Administrator in consultation with the Building Committee subject to any required approval by the Select Board. Once a designer is selected, the primary contacts for the project will be the Town Administrator and Building Committee, which includes the Director of Elder Services as an ex-officio non-voting member. Formal updates and approvals require Town Administrator, Building Committee and/or Select Board approval at key milestones. The designer(s) selected for this first phase of work will be eligible to continue onto all future phases of design and construction work under a negotiated fee, but the Town reserves the right to procure these services through the RFQ Designer Selection process and in accordance with all applicable procurement laws. At each stage of work, the designer will be responsible to provide services consistent with the most current version of the “ DCAMM Designers Procedures Manual ” for the architectural and engineering design services of public projects.
