Description
The City of Pasadena, as the Collaborative Applicant for Continuum of Care (CoC) Homeless Assistance Program funding from the U.S. Department of Housing and Urban Development (HUD), is seeking proposals from a qualified non-profit agency to provide Intensive Case Management Services (ICMS) for participants of the City of Pasadena Department of Housing’s CoC Rental Assistance program, which provides long-term tenant-based rental assistance. ICMS services are intended to provide comprehensive support for both program participants and landlords working with the program. Services will be provided to existing and new program participants who previously experienced chronic homelessness in Pasadena and were matched through the Coordinated Entry System (CES), which prioritizes access to permanent housing resources in accordance with HUD guidelines, follows a Housing First approach, and complies with the Los Angeles CES Prioritization and Matching policies. This is not an opportunity to receive housing vouchers; any new vacancies in the program will be matched through CES and the selected service provider will provide ICMS. The selected agency will be required to provide ongoing case management and other optional supportive services, including housing navigation and location, as necessary to support program participants in obtaining and maintaining their housing. The selected agency will also be expected to regularly coordinate with the Department of Housing as needed. Funding for this RFP will be provided through the federal CoC Program, which renews annually through HUD’s CoC Program Competition. The start date of the contract awarded through this RFP is expected to begin on or after February 1, 2023 and is expected to renew annually, contingent on the funding awarded by HUD. There is a 25% match requirement for agencies that apply for funding in response to this RFP and proof of match commitment must be provided at the time of proposal submission.
