  "summary": "<p><strong>STATEMENT OF PURPOSE</strong></p><p>The City of West Sacramento, Yolo County, California is seeking proposals from qualified firms, consultants, or individuals (\"Proposer\") to provide services to assist in the review, evaluation, and scoring of Commercial Cannabis License application proposals. Specifically, the City seeks a consultant who is well versed in California cannabis laws, as well as has experience evaluating the following for cannabis or other related businesses:</p><ul><li style=\"list-style-type: none;\"><ul><li>Business Plan</li><li>Labor, Equity, Diversity, and Inclusion Plan</li><li>Safety Plan</li><li>Security Plan</li><li>Qualifications of Owners</li><li>Neighborhood Compatibility</li><li>Community Benefits and Investments Plan</li></ul></li></ul><p>The objective of the City's retail cannabis program is as follows:</p><ol><li style=\"list-style-type: none;\"><ol><li>Economic development.</li><li>Advancing social equity especially for those persons disproportionately impacted by the War on Drugs.</li><li>Safety and security.</li><li>Community investment and participation.</li></ol></li></ol><p>The purpose of this RFP is to identify a vendor who can complete a meritorious review, evaluation and ranking of all retail cannabis license applications. A copy of the retail cannabis permit application the selected firm will need to evaluate can be found in Attachment 1 of this RFP. The review of all applications must be completed no later than 90 days after an application has been deemed complete.</p><p>More details on the City's needs for this work are provided in the <a href=\"https://secure.procurenow.com/portal/cityofwestsacramento/projects/73921/document?section=655813\">Scope of Work</a>.</p><p>Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal (\"RFP\") by the deadline below (\"Proposal\"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as \"Contractor.\"</p><p><strong>SYNONYMOUS TERMS</strong></p><p>Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:</p><p>a. Firm, Consultant, Supplier, Vendor, Contractor, Successful Bidder, Offeror</p><p>b. Purchase Order, Contract, Agreement</p><p>c. Services, Work, Scope, and Project</p><p>d. Pricing proposal/sheet, Cost proposal/sheet, Rate table/sheet</p>",
